Project Overview

The City Council received a proposed Capital Improvement Program (CIP) that included infrastructure work over a five year period from Fiscal Year 2023/2024 to Fiscal Year 2027/2028.  In the initial review of the proposed plan, the City Council directed staff to program street improvement projects to maintain the city's CURRENT pavement condition index (PCI - rating of streets on a scale of 100 to 0 with 100 being the best condition) of 82.  The other feedback was to have a presentation of the condition assessment, seismic evaluation and ADA (American with Disability Act) assessment of the City Hall structures.  

Walker Consultants, Inc. was engaged by the city to perform a condition assessment of the City Hall buildings and the parking structure, a seismic evaluation of the City Hall buildings and the parking structure, and an ADA assessment of the City Hall buildings and parking structure. The results of these assessments and evaluations were outlined in reports that were presented at the December 5 City Council meeting. The reports include an opinion of probable repair costs, which are available below.

In the proposed 5-year CIP, staff programed the recommended repairs and improvements per the Walker reports.  The Walker reports prioritized repairs and improvements by fiscal years to allow the city to consider available funding and resources to implement the recommendations.  The revised proposed 5-year CIP is scheduled to be reviewed by the City Council in January 2024.  In the current fiscal year, a total of $4.3M of infrastructure work is programmed in the revised proposed CIP.  Over a five year period, a total of $40.2M is needed to meet infrastructure needs.
