Overview
MWELO requires local governments to review certain landscaping plans to ensure compliance with state water efficiency standards. Additionally, the City checks these plans to verify compliance with the regulations described in the Palos Verdes Estates Municipal Code (PVEMC) pertaining to landscaping. You must submit a landscape plan for City review if:
- New construction projects with an aggregate landscape area equal to or greater than 500 square feet; OR
- Rehabilitated landscape projects subject to discretionary review with an aggregate landscape area equal to or greater than 2,500 square feet.
Application Requirements
To submit landscape plans for review by Planning, the applicant must provide:
- A landscape plan (to include a cover sheet, planting plan, irrigation plan, grading plan, and all applicable notes/details)
- Applicable Landscape Documentation Package Checklist
- Planning Application Cover Sheet
- Lot Coverage & Grading Summary Worksheet
- Water Use Calculator Worksheet
- Soil management report
TO SUBMIT: Either email your plans to CDPW@PVEstates.org (preferred) or drop off your plans at City Hall between 8AM and 10AM Monday through Thursday with the Permits Division.
Landscape Review Process
- Staff reviews your submission and checks for completion & correctness, and all required documents. You may receive a list of corrections if your project contains errors.
- If your project meets all local and state requirements, you will be notified of approval and can proceed with landscape installation. [NOTE: Contact the Building & Safety department if your landscape design involves significant grading or construction of walls/fences/structures that require a building permit].
- At the completion of your landscape installation, submit the following:
- Irrigation Audit
- Landscape Waste Diversion Report
- As-built drawings, if different from City-approved plans
- Soil Management Report (if not previously submitted)
4. Contact the reviewer to schedule site inspection.
FAQs
Q: Do I need to include a Fuel Modification Plan in my landscape package?
A: The City of Palos Verdes Estates is located in a “very high” fire hazard severity zone, according to the Los Angeles County Fire Department. Fuel modification plans must be approved by the fire department and specific conditions, instructions, and recommendations pertaining to landscaping must be reflected in any landscape plan submitted to the City. You may include a copy of your fuel modification plan as a sheet in your submittal or you may reflect the conditions, instructions, and recommendations from the fire department in your design and notes.
