Parklands Policy
The Parklands Committee also implements the Parklands Policy developed to provide guidance to residents regarding the use of open and undeveloped space in the City parklands. A Change to Parklands application initiates a process for residents and organizations to request changes to the way the Parklands are used or maintained, or alterations to the physical characteristics of the land. Changes to Parklands may include maintenance and landscaping enhancements, realignment of existing paths, expansion or improvement to existing paths, addition of features (e.g. signs, trash receptacles, steps, etc.) or the removal or closure of specific path segments. Such changes do not include minor or routine maintenance requests. A no-fee Change to Parklands application may be submitted to the Parklands Committee for initial advisory review. The application review will include public notice and outreach as appropriate for the scope of the proposed project. Notice boards will be utilized to assist in obtaining community input. After review by staff, the Committee and the public, all applications are forwarded to the City Council. The City Council will take final action on all applications, considering the open space and undeveloped nature of the Parklands, and an evaluation budgetary implications of the project. Projects may be approved, approved with conditions, denied or placed on the Parklands Project List for future review and implementation based upon project budget approval. The intent of this process is to enhance the public use of Parklands in a manner that is protective of the open space environment and consistent with the needs of the community.
