 *The official final results of the election will be announced to the public at the April 24^th City Council meeting.  The second count will take place on April 17, 2018 but the canvass is not complete until the audit of the election is completed, and the Council adopts the Resolution declaring the results.

**Totals combining yes and no votes in precincts 4 and 10 do not match the total ballots cast column due to a number of blank ballots submitted by voters. These ballots are counted in the total but do not contribute to a yes or no vote..

When is my ballot opened?

The official Processing/Canvassing Board will begin to open and prepare Vote-by-Mail ballots on Election Day at approximately 2:00pm. Ballots received during the polling period (7am to 8pm) will be collected and counted after the polls close.  These are public processes that will take place in the Council Chambers of City Hall and may be observed by the public. 

When is the last day I can apply to Vote-by-Mail?

You may submit an application to Vote-by-Mail up until 5:00pm on April 3^rd, 2018.

How does the City prevent someone from voting more than once?

The City’s ballot tracking system has safeguards in place to prevent any registered voter from voting twice. A resident may receive more than one ballot for a few different reasons. Most commonly, to update their mailing address, some residents re-register to vote with the County Registrar after the initial Permanent Vote-by-Mail ballots were mailed. If this is the case, the ballot sent to the old address is often returned to the City Clerk as undeliverable. However, when the 2^nd ballot is delivered to the updated address, it is possible for a resident to receive one ballot at each of their addresses. If this is the case, to have their vote counted, the residents must submit only ONE voted ballot. Under State law, if more than one ballot is submitted by a registered voter, neither ballot is counted. (E.C. 3014)

Once, after 8pm when the polls close.

4/10, as they are delivered by the precinct officers to the Council Chambers after the close of the polls.

What time will the public get the first results of the count?

Shortly after 8pm when the Vote-by-Mail ballots are counted.

How will updates of the election be displayed to the public in the Council Chambers?

Results will be projected on the TV screens in the Council Chambers as they become available, and will also be uploaded and published on the City’s website.

How often will count results be updated to the public (Chambers & online)?

As soon as each count is complete (VBM, then each precinct), it will be projected on screens in the Chambers, and then published on the City’s website (http://www.pvestates.org/government/city-clerk/elections)

What time will the Council Chambers be open to the public for witnessing?

4/10 at 2pm when the Vote-by-Mail Canvassing Board begins the process of preparing ballots for counting (at 8pm).

What time will the Council Chambers close to the public?

At the end of the night when the canvassing is complete.

Are the Council Chambers open for viewing and updates to the public whenever Martin & Chapman are there and counting?

Yes.

What time will the count begin again the next day(s)?

Post-election day processing of Vote-by-Mail ballot return envelopes and Provisional ballot envelopes (verification of signature and address and updating voter records) will begin at 8:00am on Wednesday, April 11, 2018, at the City Clerk’s office at City Hall. On the 11^th, once these envelopes have been processed (signature verified, ensure they are registered voters of PVE, ensure they did not vote in a precinct, etc.), these envelopes will be opened in the Council Chambers on April 17 at 9:00 am, which will also be open to the public. These ballots will be counted by the ballot counter, run by Martin & Chapman employees, in the Council Chambers, on April 17 at 1:30 pm.

What day and time will the official final results of the election be announced to the public?

At the April 24^th City Council meeting the final canvass results will be declared.  NOTE:  the 2^nd count will take place on April 17, but the canvass is not complete until the audit of the election is completed, and the Council adopts the Resolution declaring the results.
