CONSIDER AN AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH MNS TO PROVIDE PROFESSIONAL CONTRACT PLANNING SERVICES
Recommendation: Staff recommends that the City Council approve an amendment to the Professional Services Agreement with MNS for $284,000 to fund professional contract planning services through June 30,2025 and authorize the Interim City Manager to execute the Amendment. |

ADOPTION OF RESOLUTION AUTHORIZING THE APPROVAL OF THE “ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017” PROPOSED PROJECT LIST
Recommendation: That the City Council adopt Resolution R24-32 authorizing the approval of the “Road Repair and Accountability Act of 2017 (Senate Bill 1)” Proposed Project List for the City of Palos Verdes Estates and direct the City’s Public Works Director or their designee to submit the Project List and supporting documentation to the California Transportation Commission (CTC). |

PURCHASE OF A NEW SERVER FOR THE POLICE DEPARTMENT’S SPILLMAN OPERATING SYSTEM
Recommendation: That the City Council approve the purchase of a new server from Motorola Solutions for the Police Department’s Spillman operating system. |

AB2557 (ORTEGA) LETTER OF OPPOSITION
Recommendation: Staff recommends that the City Council approve the letter of opposition. |

SPECIAL EVENT APPLICATION FOR THE MALAGA COVE BUSINESS AND PROFESSIONAL ASSOCIATION ANNUAL “MALAGA COVE CONCERTS IN THE PARK” ON JULY 10th, JULY 17TH, JULY 24TH, JULY 31ST, AUGUST 7TH, AND AUGUST 14TH, 2023 AT FARNHAM MARTIN PARK.”
Recommendation: Staff recommends the City Council approve the Special Event Application submitted by the Malaga Cove Business and Professional Association to hold “Malaga Cove Concerts in the Park” at Farnham Martin Park on July 10th, July 17th, July 24th, July 31st, August 7th, and August 14th 2024. |

ADOPT RESOLUTIONS FOR THE GENERAL MUNICIPAL ELECTION TO BE HELD AND CONDUCTED ON NOVEMBER 5, 2024
Recommendation: Staff recommends that the City Council: |
A. |
Approve Resolution No. R24-26 calling for the holding of a General Municipal Election to be held on Tuesday, November 5, 2024, for the election of certain officers as required by the provisions of the laws of the State of California relating to General Law Cities; and |
B. |
Approve Resolution No. R24-27 adopting regulations for candidates for elective office pertaining to candidate statements submitted to the voters at an election to be held on Tuesday, November 5, 2024; and |
C. |
Approve Resolution No. R24-28 requesting the Board of Supervisors of the County of Los Angeles to consolidate a General Municipal Election to be held on Tuesday, November 5, 2024, with other Los Angeles County and State of California elections to be held on the date pursuant to § 10403 of the Elections Code; and |
D. |
Approve Resolution No. R24-29 requesting the Board of Supervisors of the County of Los Angeles to render full services to the city relating to a General Municipal Election to be held and conducted on Tuesday, November 5, 2024; and |
E. |
Approve Resolution No. R24-30 providing for a procedure for determining by lot a tie among candidates at the November 5, 2024, General Municipal Election in accordance with Elections Code Section 15651. |

CITY COUNCIL MEETING ACTIONS
Recommendation: Staff recommends that the City Council approve the minutes for the following meetings: March 4, 2024, March 7, 2024, March 12, 2024, March 26, 2024, April 9, 2024, April 23, 2024, May 7, 2024, and May 14, 2024. |

PROPOSED FY 2024/2025 BUDGET, FEES AND CHARGES FOR PALOS VERDES STABLES AND $9,000 REIMBURSEMENT FOR RAIL-RANCH STYLE FENCING
Recommendation: Staff recommends that the City Council approve the proposed FY 2024/2025 Palos Verdes Stables Budget, adopt Resolution R24-31 (1) adjusting the FY 2023-24 budget to appropriate funds for fencing at Palos Verdes Stables (2) approving reimbursement to Palos Verdes Stables in an amount not to exceed $9,000; (3) making an appropriation of general funds not to exceed $9,000; and (4) authorizing the Finance Director to make such accounting entries as deemed appropriate. |

RECEIVE AND FILE A REPORT ON THE PROPOSED DESIGN FOR THE FARNHAM MARTIN PARK IMPROVEMENTS GRANT PROJECT
Recommendation: Staff recommends that the City Council receive and file a report on the proposed design for the Farnham Martin Park Improvements grant project. |
PUBLIC HEARING

RESOLUTION ADOPTING THE ANNUAL OPERATING AND CAPITAL BUDGET FOR THE FISCAL YEAR 2024-25 AND ESTABLISH THE ANNUAL APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 2024-25
Recommendation: Staff recommends that the City Council adopt Resolution No. R24-33 approving and adopting the Budget for the Fiscal Year 2024-25 and adopt Resolution No. R24-34 adopting the annual appropriations limit for Fiscal Year 2024-25. |

ADOPTION OF A RESOLUTION ADOPTING AND APPROVING THE CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEAR 2024-2025 THROUGH FISCAL YEAR 2028-2029
Recommendation: That the City Council adopt Resolution R24-35 adopting and approving the Capital Improvement Program (CIP) for fiscal year (FY) 2024-2025 through FY 2028-2029. |

CITY COUNCIL DISCUSSION OF AD HOC COMMITTEE RECOMMENDATIONS REGARDING POTENTIAL PARCEL TAX
Recommendation: That the City Council consider the Ad Hoc committee’s recommendations related to a potential ballot measure. |

DISCUSSION AND DETERMINATION OF WHETHER THE PALOS VERDES ESTATES POLICE DEPARTMENT HAS REMAINED IN COMPLIANCE WITH CALIFORNIA ASSEMBLY BILL 481-MILITARY EQUIPMENT USE
Recommendation: That the City Council discuss and determine whether each type of military equipment identified in attachment A of this report complies with the standards for approval set forth in Assembly Bill 481, subdivision (d)-Military Equipment Use. |
(D) Prior military equipment use complied with the military equipment use policy that was in effect at the time, or if prior uses did not comply with the accompanying military equipment use policy, corrective action has been taken to remedy nonconforming uses and ensure future compliance.”
