Copies of the staff reports or other written documentation relating to each item of business referred to on the agenda are on file in the office of the City Clerk and are available for public inspection. If applicable, materials related to an item on this agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the City Clerk's office during normal business hours. Any person having any question concerning any agenda item may call the City Clerk to make inquiry concerning the item. Upon request, the agenda and documents in the agenda packet can be made available in appropriate alternative formats to persons with a disability in compliance with the Americans with Disabilities Act. The City Council welcomes and encourages public participation at the Council meetings; however, to allow for the orderly progression of business, each person wishing to comment or make a presentation shall be limited to up to three (3) minutes. Anyone wishing to address the City Council is requested to fill out a green speaker's card available at the entry of the meeting room. The card permits the City to identify persons for purposes of City Council minute preparation. Please see specific agenda sections below for any other requirements related to meeting participation. The City Council, at the direction of the Mayor with concurrence of the Council, may modify the order of items shown on the agenda.

CONSIDER ADOPTION OF PROPOSED RESOLUTION R24-20 APPROVING THE SPECIAL TAX REPORT AND SETTING THE PALOS VERDES ESTATES LAW ENFORCEMENT SPECIAL TAX LEVY FOR FY 2024/2025 AND AUTHORIZNG THE SENIOR ACCOUNTANT TO SUBMIT THE SPECIAL PARCEL TAX TO LOS ANGELES COUNTY. Recommendation Staff recommends the City Council adopt proposed Resolution R24-20, which approves the Special Tax Report and sets the Palos Verdes Estates Law Enforcement Special Tax (Special Parcel Tax) levy for Fiscal Year 2024-25, and the Senior Accountant to submit the Special Parcel Tax to Los Angeles County by the August 2024 deadline. |

TRAFFIC SAFETY COMMITTEE ACTION MINUTES OF THE JUNE 4, 2024 MEETING
Recommendation: That the City Council approve the Traffic Safety Committee Action Minutes of the June 4, 2024 Meeting. |

APPROVAL OF MEMORANDUM OF UNDERSTANDING (“MOU”) BETWEEN THE CITY AND PALOS VERDES ESTATES POLICE OFFICERS ASSOCIATION (“POA”).
Recommendation: Staff recommends that the City Council adopt the proposed Resolution and approve the Memorandum of Understanding (“MOU”) between the City of Palos Verdes Estates and the Palos Verdes Estates Police Officers Association (“POA”). |

APPROVE A ONE MONTH EXTENSION OF THE TERMS OF MEMBERS OF THE FINANCE ADVISORY COMMITTEE, PARKLANDS COMMITTEE, TRAFFIC SAFETY COMMITTEE, INVESTMENT POLICY ADVISORY COMMITTEE, LAW ENFORCEMENT SERVICES SPECIAL TAX OVERSIGHT COMMITTEE, PLANNING COMMISSION THAT ARE SCHEDULED TO EXPIRE ON JUNE 30, 2024
Recommendation: It is recommended that the City Council extend the terms of Commission/Committee members. |

CITY COUNCIL AFFIRMATION OF INTERIM CITY MANAGER APPOINTMENT OF CAPTAIN LUKE HELLINGA AS THE PALOS VERDES ESTATES POLICE DEPARTMENT CHIEF OF POLICE
Recommendation: It is recommended that the City Council affirm the appointment of Captain Luke Hellinga as Palos Verdes Estates Police Department Chief of Police. |

APPROVAL OF AMENDMENT NO. 6 TO THE PROFESSIONAL SERVICES AGREEMENT FOR REGIONAL MUNICIPAL SEPARATE STORM SEWER SYSTEM NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT CONSULTING WITH MCGOWAN CONSULTANTS, LLC IN AN AMOUNT NOT TO EXCEED $98,400
Recommendation: That the City Council Amendment No. 6 to the Professional Services Agreement for Regional Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) Permit Consulting with McGowan Consultants, LLC in the amount of $98,400, to extend the term of the Agreement to June 30, 2025, and authorize the Interim City Manager to execute the Amendment. |

APPROVAL OF AMENDMENT NO. 4 TO THE AGREEMENT FOR TREE TRIMMING AND MAINTENANCE SERVICES WITH TRAVERS TREE TRIMMING, INC. IN AN AMOUNT NOT TO EXCEED $350,000
Recommendation: That the City Council approve Amendment No. 4 to the Agreement for citywide tree trimming and maintenance services with Travers Tree Service, Inc. (Travers) in an amount of $350,000, extending the term of the agreement to June 30, 2025, and authorize the Interim City Manager to execute the Amendment. |
