MEETING

Any person who has made campaign contributions to any of the members of the Planning Commission within twelve months before this meeting, should examine the provisions of Government Code Section 84308 which is posted on the bulletin board outside the Council Chamber.
We are advised by the members of the Commission that none of them have received campaign contributions within the last twelve months.
The applicant or any property owner entitled to notice of the hearing may, within fifteen days after the date of the Planning Commission decision, appeal the Planning Commission decision to the City Council (Ord. No. 091-529). A fee is required for filing an appeal with the City Clerk’s office (R05-14).
The Council may, within fifteen days after the date of the decision or on or before the first date following the first Council meeting after the date of the Planning Commission decision, whichever occurs last: 1) Confirm the action of the Planning Commission and grant or deny the application; 2) Set the matter for public hearing and dispose of it in the same manner as on an appeal; or 3) Amend, modify, delete or add any condition of approval which the Council finds is not substantial under the circumstances relative to or affecting the property subject to the application for a development entitlement. Any determination of the Council pursuant to this paragraph shall be conclusive and final.
The Planning Commission reserves the right to modify the order of items shown on the agenda and advises all interested parties to arrive promptly at the commencement of the meeting.

Owner: Max Meng. Recommendation: Adopt Resolution No. PCR-2023-036 to approve the project as conditioned if the findings can be made.
4. NC-003-24, M-008-24, G-003-24; Neighborhood Compatibility, Miscellaneous, and Grading Permit applications for a new single-family residence at 4000 Via Cardelina. Lot 19, Block 6310, Tract 7143. 5. M-009-24, SC-0144-23, G-007-24; Miscellaneous, Sports Court, and Grading Permit applications for walls and fences exceeding 8 feet in height and new sports court in the rear yard at 2043 Via Visalia. Lot 18, Block 9, Tract 7538. This project is exempt from CEQA pursuant to California Administrative Code Title 14, Chapter 3, Section 15303.

Owner: Reena Mahajan & Sanjay Dhall Recommendation: Adopt Resolution No. PCR-2024-011 to approve the project as conditioned if the findings can be made.

6. GPA-001-24; General Plan Amendment for approval of the updated 6th Cycle 2021-2029 Housing Element This project is exempt from CEQA pursuant to California Administrative Code Title 14, Chapter 3, Section 15061(b)(3).
Applicant: City of Palos Verdes Estates. Recommendation: (1.) Planning Commission adopt Resolution No. PCR-2024-014 recommending that the City Council approve GPA-001-024, General Plan Amendment for the sixth cycle 2021-2029 Housing Element amending the Housing Element of the City of Palos Verdes Estates General Plan. (2.) Find that General Plan Amendment GPA-001-24 from California Environmental Quality Act (CEQA) requirements per Section 15061 (b)(3).
7. Conformance of the City of Palos Verdes Estate’s Capital Improvement Program (CIP) for Fiscal Year 2024-25 with the City of Palos Verdes Estates General Plan.
Applicant: City of Palos Verdes Estates Public Works Department. Recommendation: Adopt Resolution No. PCR-2024-015 to recommend to the City Council to find the City of Palos Verdes Estate’s Capital Improvement Program (CIP) for Fiscal Year 2024-25 in conformance with the City of Palos Verdes Estates General Plan.
8. M-1320-20; Review of Resolution No. R20-15 for compliance with the conditions of approval for a batting cage at 1608 Chelsea Road. Lot 12, Block 1272, Tract 7140.
Applicant: Eric Kim, 1608 Chelsea Road, Palos Verdes Estates, CA 90274.
Owner: Eric Kim. Recommendation: Planning Commission review Resolution No. R20-15 Conditions of Approval for compliance and make a determine if compliance with Resolution No. R20-15 Conditions of Approval can be made.
