PALOS VERDES ESTATES, CA 90274
Copies of the staff reports or other written documentation relating to each item of business referred to on the agenda are on file in the office of the City Clerk and are available for public inspection. If applicable, materials related to an item on this agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the City Clerk's office during normal business hours. Any person having any question concerning any agenda item may call the City Clerk to make inquiry concerning the item. Upon request, the agenda and documents in the agenda packet can be made available in appropriate alternative formats to persons with a disability in compliance with the Americans with Disabilities Act. Please contact the City Clerk at 310-378-0383, at least 48 hours prior to the meeting to request a disability-related modification or accommodation.
The City Council welcomes and encourages public participation at the Council meetings; however, to allow for the orderly progression of business, each person wishing to comment or make a presentation shall be limited to up to three (3) minutes. Anyone wishing to address the City Council is requested to fill out a green speaker's card available at the entry of the meeting room. The card permits the City to identify persons for purposes of City Council minute preparation. Please see specific agenda sections below for any other requirements related to meeting participation. The City Council, at the direction of the Mayor with concurrence of the Council, may modify the order of items shown on the agenda.
1. RECOGNITION OF YOUNG MEN OF AMERICA FOR PAINTING CURBSIDE ADDRESSES FOR SENIORS
This portion of the agenda is reserved for comments from the public on items which are NOT on the agenda. Due to state law, no action can be taken by the Council this evening on matters presented under this section. If the Council determines action is warranted, the item may be referred to staff or placed on a future Council agenda.
2. APPROVAL OF WARRANTS
Recommendation: Review and Approve Warrant Register of April 23, 2024.
3. RECEIVE AND FILE THE FINANCIAL STATEMENT FOR THE MONTH ENDING MARCH 31, 2024
Recommendation: Staff recommends the City Council receive and file the financial statement for the month ending March 31, 2024..
4. CONSIDERATION OF IT ENVIRONMENT UPGRADES
Recommendation: Authorize upgrades to the City’s information technology system, including but not limited to server upgrades, associated labor costs, and related monthly fees. Further approve and authorize the City’s IT company, Forum Info Tech, to perform the work, and permit the City manager to execute all necessary agreements related to such work. Approve and allocate funding not to exceed $51,555 ($49,100 total cost plus 5% contingency of $2,455)
5. CONSIDERATION AND POSSIBLE ACTION TO TAKE POSITIONS ON LEGISLATION BEING CONSIDERED BY STATE LAWMAKERS
Recommendation: That the City Council adopt Resolution No. 24-20 expressing support for the Homelessness, Drug Addiction, and Theft Reduction Act.
6. APPROVE AMENDMENT TO THE CONTRACT FOR PROFESSIONAL SERVICES BETWEEN THE CITY OF PALOS VERDES ESTATES AND JANA FRAZIER CONSULTING.
Recommendation: That the City Council authorize the Mayor to sign the Amendment to the Contract for Professional Services between the City of Palos Verdes Estates and Jana Frazier Consulting in order to increase the not-to-exceed amount from $25,000 to $50,000.
7. CONSIDERATION OF REQUEST FOR ENCROACHMENT FEE WAIVER FOR THE PLACEMENT OF RAMPS IN THE PUBLIC RIGHT-OF-WAY ADJACENT TO 2564 VIA TEJON
Recommendation: That the City Council consider the request to waive the $273 encroachment permit fees for the placement of ramps in the public right-of-way adjacent to 2564 Via Tejon.
8. AUTHORIZE THE MAYOR TO SIGN ON BEHALF OF THE CITY TO SIGN LETTERS OF OPPOSITION TO SB 1037 (WEINER) AND AB 1886 (ALVAREZ)
Recommendation: That the City Council authorize the Mayor to sign the attached letters of opposition to SB 1037 (Weiner) and AB 1886 (Alvarez.)
9. SPECIAL EVENT APPLICATION FOR THE LUNADA BAY HOMEOWNERS ASSOCIATION SUMMER CONCERT SERIES EVENT SCHEDULED FOR JUNE 2nd, JUNE 16th, JULY 21st, AUGUST 11h, AND AUGUST 24TH, 2024 AT LUNADA BAY PLAZA PARK
Recommendation: Staff recommends that the City Council approve the Special Event Application submitted by the Lunada Bay Homeowners Association for their Summer Concert Series event on June 2nd, June 16th, July 21st, August 11th, and August 24th, 2024.
10. APPROVAL OF PALOS VERDES GOLF COURSE CLUB DRIVING RANGE, SHORT GAME, DRAINAGE, AND IRRIGATION IMPROVEMENT PROJECT
Recommendation: That the City Council approve the request of Palos Verdes Golf Club to complete significant improvements to the Driving Range and Short Game areas to include: (1) turf replacement: (2) new target greens; (3) repositioned bunkers; and (4) improved drainage and new Rainbird irrigation, per the drawings and plans.
11. CITY COUNCIL DISCUSSION ON LANDSCAPE MAINTENANCE REQUIREMENTS AND RESPONSIBILITIES OF PUBLIC RIGHT-OF-WAY AND PROVIDING FEEDBACK
Recommendation: That the City Council discuss landscape maintenance requirements and responsibilities of public right-of-way and provide feedback.
12. CONSIDERATION OF APPOINTMENT OF CITY COUNCIL AD HOC COMMITTEE RELATED TO A POTENTIAL BALLOT MEASURE
Recommendation: City Council designate two Councilmembers to serve as an Ad Hoc committee for the purpose of assisting with consideration of potential ballot measure option and community engagement.
This portion of the agenda is reserved for the Mayor and Councilmembers to provide comments, reports on community activities, ad hoc committees, and propose topics to be calendared on a future Council agenda.
