If applicable, materials related to an item on this agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the City Clerk's office during normal business hours. APPROVAL OF WARRANTS.
Recommendation: Review and Approve Warrant Register of April 9, 2024. |

RECEIVE AND FILE FINANCIAL STATEMENT FOR THE MONTH ENDING FEBRUARY 29, 2024.
Recommendation: Staff recommends the City Council receive and file the financial statement for the month ending February 29, 2024. |

CONSIDER APPROVAL OF A LICENSE AGREEMENT FOR NONSTANDARD ENCROACHMENTS IN THE CITY RIGHT-OF-WAY FOR 2000 NOYA PLACE AND AUTHORIZE THE ACTING CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY.
Recommendation: That the City Council approve the License Agreement for encroachments in the City right-of-way for 2000 Noya Place and authorize the Acting City Manager to execute the agreement on behalf of the City. |

DONATION FROM BENNETT LANDSCAPE.
Recommendation: That the City Council accept an unsolicited donation of the procurement, delivery, and planting of a peruvian pepper tree, which has an estimated value of $331.50, from vendor Bennett Landscape. |

ADOPT A RESOLUTION TO APPROVE THE PLANS AND SPECIFICATIONS FOR THE FISCAL YEAR 2023-2024 ANNUAL MISCELLANEOUS INFRASTRUCTURE REPAIRS PROJECT (PW-700-23); AWARD A CONSTRUCTION CONTRACT TO TVR CONSTRUCTION ENGINEERING LLC IN THE AMOUNT OF $99,725.00; APPROVE ADDITIONAL CONSTRUCTION EXPENDITURES NOT TO EXCEED 20% OF THE CONSTRUCTION CONTRACT AMOUNT OR $20,000; AUTHORIZE THE ACTING CITY MANAGER TO EXECUTE ALL CONTRACT DOCUMENTS; AUTHORIZE THE PUBLIC WORKS DIRECTOR TO RECORD THE NOTICE OF COMPLETION UPON ACCEPTANCE OF THE WORK BY THE PUBLIC WORKS DIRECTOR; AND AUTHORIZE THE CITY CLERK TO RECORD THE NOTICE OF COMPLETION UPON ACCEPTANCE OF THE WORK BY THE PUBLIC WORKS DIRECTOR
Recommendation: That the City Council adopt a Resolution to: |

Approve the plans and specifications for the Fiscal Year (FY) 2023-2024 Annual Miscellaneous Infrastructure Repairs Project (City Project No. PW-700-23). |
2. |
Award a construction contract to TVR Construction Engineering LLC in the amount of $99,725.00. |
3. |
Approve additional construction expenditures not to exceed 20% of the construction contract amount or $20,000. |
4. |
Authorize the Acting City Manager to Execute all Contract Documents. |
5. |
Authorize the Public Works Director to Record the Notice of Completion upon Acceptance of the Work by the Public Works Director; and |
6. |
Authorize the City Clerk to Record the Notice of Completion upon Acceptance of the Work by the Public Works Director. |

ADOPTION AND SECOND READING OF CODE AMENDMENT REGARDING APPOINTMENT OF THE CHIEF OF POLICE.
Recommendation: That the City Council adopt Ordinance No. O24-001 titled: An Ordinance of the City Council of the City of Palos Verdes Estates, California, Amending Section 2.08.050 (Powers and Duties) of Chapter 2.08 (City Manager) of Title 2 (Administration and Personnel) of the Palos Verdes Estates Municipal Code Regarding City Council Approval of Police Chief Appointments. |
OLD BUSINESS

APPROVE AMENDMENT NO. 1 TO THE AGREEMENT WITH BAY AREA TREE SPECIALISTS TO MODIFY THE TERMS, EXPIRATION, AND COST OF THE FIRE SAFETY WEED ABATEMENT SERVICES AND AUTHORIZE THE ACTING CITY MANAGER TO EXECUTE THE AMENDED AGREEMENT.
Recommendation: That the City Council authorize the City Manager to execute Amendment No. 1 to the Agreement with Bay Area Tree Specialists modifying the terms, expiration, and cost of the fire safety weed abatement services. |

RECEIVE AN UPDATE ON THE TREE INVENTORY PROJECT AND PROVIDE DIRECTION TO STAFF AND PROVIDE DIRECTION TO STAFF.
Recommendation: That the City Council receive an update on the tree inventory project and provide direction to staff. |

CONSIDER APPROVAL OF AN INTERIM CITY MANAGER EMPLOYMENT AGREEMENT
Recommendation: That the City Council authorize the Mayor to sign an employment agreement with Interim City Manager Kerry Kallman |
