Copies of the staff reports or other written documentation relating to each item of business referred to on the agenda are on file in the office of the City Clerk and are available for public inspection. If applicable, materials related to an item on this agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the City Clerk's office during normal business hours. Any person having any question concerning any agenda item may call the City Clerk to make inquiry concerning the item. Upon request, the agenda and documents in the agenda packet can be made available in appropriate alternative formats to persons with a disability in compliance with the Americans with Disabilities Act. The City Council welcomes and encourages public participation at the Council meetings; however, to allow for the orderly progression of business, each person wishing to comment or make a presentation shall be limited to up to three (3) minutes. Anyone wishing to address the City Council is requested to fill out a green speaker's card available at the entry of the meeting room. The card permits the City to identify persons for purposes of City Council minute preparation. Please see specific agenda sections below for any other requirements related to meeting participation. The City Council, at the direction of the Mayor with concurrence of the Council, may modify the order of items shown on the agenda.

All items under this heading are considered to be routine and will be enacted by one motion, unless a Councilmember or staff requests that an item be removed for separate discussion.  Any item removed from the Consent Agenda will be considered immediately following the motion to approve the Consent Agenda.

5.	UPDATING THE PROCEDURES FOR ROTATION OF THE POSITIONS OF MAYOR AND MAYOR PRO TEMPORE AND MAYOR ROTATION

Recommendation: That the City Council adopt Resolution No. R24-15, the Procedures for Rotation of the Positions Mayor and Mayor Pro Tempore and rescind Resolution No. R23-49.

6.	MK EDUCATION SERVICES INC.CONTRACT AMENDMENT #1

Recommendation: That the City Council authorize the Mayor to sign the Amendment to the Contract for Professional Services between the City of Palos Verdes Estates and MK Education Services Inc. in order to increase the not-to-exceed amount from $25,000 to $45,000.

7.	CODE AMENDMENT REGARDING APPOINTMENT OF CHIEF OF POLICE

Recommendation: That the City Council:

After the City Attorney reads the title of the ordinance, introduce on first reading Ordinance No. O24-001 titled: "An Ordinance of the City Council of the City of Palos Verdes Estates, California, Amending Section 2.08.050 (Powers and Duties) of Chapter 2.08 (City Manager) of Title 2 (Administration and Personnel) of the Palos Verdes Estates Municipal Code Regarding City Council Approval of Police Chief Appointments. 2. Direct staff to second reading and adoption of Ordinance No O24-001 at the April 9, 2024, City Council meeting.

8.	CSG AND DE NOVO PLANNING GROUP REVISED PROPOSALS FOR OBJECTIVE DESIGN STANDARDS AS PART OF THE SIXTH CYCLE HOUSING ELEMENT

Recommendation: That the City Council:

1.	Consider Objective Design Standard (ODS) revised proposals from CSG and De Novo Planning Group and provide direction to staff; and

2.	Consider collaboration with Palos Verdes Home Association (PVHA) on developing the Objective Design Standards per PVHA’s proposal and provide direction to staff.

This portion of the agenda is reserved for the Mayor and Councilmembers to provide comments, reports on community activities, ad hoc committees, and propose topics to be calendared on a future Council agenda.
