APPROVE SECOND AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF PALOS VERDES ESTATES AND MV CHENG & ASSOCIATES TO PROVIDE SERVICES FOR THE FINANCE DEPARTMENT FOR FISCAL YEAR 2023-2024. Recommendation: That the City Council authorize the City Manager to sign the Second Amendment to the Professional Services Agreement between the City of Palos Verdes Estates and MV Cheng & Associates in order to:

1.	Increase the not-to-exceed amount from $97,000 to $147,000 for Fiscal Year 2023-2024; and

2.	Extend the term of the agreement by two years to June 30, 2025.

APPROVE THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF PALOS VERDES ESTATES AND ROBERT HALF TO PROVIDE SERVICES FOR THE FINANCE DEPARTMENT FOR FISCAL YEAR 2023-2024. Recommendation: That the City Council authorize the City Manager to the Professional Services Agreement between the City of Palos Verdes Estates and Robert Half Talen Solutions for a not-to exceed amount of $204,000.

POTENTIAL CODE AMENDMENT REGARDING APPOINTMENT OF CHIEF OF POLICE Recommendation: Consider whether to amend the Palos Verdes Estates Municipal Code (PVEMC) to require the City Council to concur with the City Manager's appointment of the Police Chief. If said amendment is so desired, staff will return to the City Council with a proposed ordinance amending Palos Verdes Estates Municipal Code (PVEMC) § 2.08.050 (Powers and duties) of Chapter 2.08 (City Manager).
