SPECIAL EVENT APPLICATION FOR LUNADA BAY AND PALOS VERDES LITTLE LEAGUES ANNUAL OPENING DAY PARADES SCHEDULED FOR SATURDAY, FEBRUARY 24, 2024
Recommendation: Staff recommends that the City Council approve the Special Event Applications submitted by Lunada Bay and Palos Verdes Little Leagues for their Opening Day Parades on February 24, 2024. Approve the Special Event Applications, for the Lunada Bay Little League and Palos Verdes Little Leagues Annual Opening Day Parades Saturday, February 24, 2024, from 7:00 a.m. to 9:30 a.m., and waive reimbursement of staff overtime costs for hours worked outside their regular schedule consistent with past practice. |

APPROVE AN AGREEMENT WITH THE PALOS VERDES PENINSULA UNIFIED SCHOOL DISTRICT FOR TRANSFER OF FUNDS FOR THE PARCOURSE
Recommendation: That the City Council authorize the City Manager, or her designee, to sign an agreement to transfer to the Peninsula Unified School District donated funds the City receives for maintenance of the Parcourse Fitness Circuit and execute any other necessary documents to achieve such purpose. |

REVISED CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEAR 2023-2024 THROUGH FISCAL YEAR 2027-2028
Recommendation: That the City Council approve the revised proposed Capital Improvement Program (CIP) for fiscal year (FY) 2023-2024 through FY 2027-2028. |

ADOPT RESOLUTIONS R24-02 APPROPRIATING UNENCUMBERED GENERAL FUND FOR SERVICES PROVIDED BY FORUM INFO TECH
Recommendation: Recommendation: That the City Council adopt Resolution No. R24-02 to appropriate $47,516 in unencumbered General Fund (01) for Amendment No. 2 to the Professional Services Agreement with Forum Info Tech for Information Technology Services |

DISCUSS THE SITES ACCEPTABLE TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD) FOR INCLUSION IN THE SIXTH CYCLE HOUSING ELEMENT TO MEET THE CITY’S REGIONAL HOUSING NEEDS ALLOCATION (RHNA)
Recommendation: Staff recommends that the City Council: |
1. |
Receive a report on the sites acceptable to the State for inclusion in the 6th Cycle Housing Element; and |
2. |
Direct staff to hold a workshop (Special City Council meeting) to further review the above sites for inclusion in the 6th Cycle Housing Element OR Approve the sites for inclusion in the 6th Cycle Housing Element and direct staff to submit a completed draft to the State for informal review |

Recommendation: Staff recommends that the City Council hear a report from the City’s pension consultant, GovInvest, on the status of the City’s pension costs and obligations |

Recommendation: That the City Council provide feedback and recommendations regarding the initial draft of the General Fund Long Range Forecast. |

APPROVE AMENDMENT NO. 1 TO THE AGREEMENT WITH BAY AREA TREE SPECIALISTS TO MODIFY THE TERMS, EXPIRATION, AND COST OF THE FIRE SAFETY WEED ABATEMENT SERVICES AND AUTHORIZE THE CITY MANAGER TO EXECUTVE THE AMENDED AGREEMENT
Recommendation: That the City Council authorize the City Manager to execute Amendment No. 1 to the Agreement with Bay Area Tree Specialists modifying the terms, expiration, and cost of the fire safety weed abatement services. |

CONSIDER THE SECOND AMENDMENT OF THE MOU BETWEEN THE PALOS VERDES PENINSULA UNIFIED SCHOOL DISTRICT AND THE PENINSULA CITIES TO FUND THE SCHOOL RESOURCE OFFICER PROGRAM
Recommendation: Staff recommends that the City Council approve the Second Amendment to the MOU (Attachment A) between the Palos Verdes Peninsula Unified School District (PVPUSD) and the Peninsula Cities to fund the School Resource Officer Program. |

CONSIDER RESOLUTION NO. R24-03 APPROVING A HIRING INCENTIVE PROGRAM FOR LATERAL POLICE OFFICERS AND ACADEMY GRADUATES
Recommendation: Staff recommends the City Council receive information and adopt resolution R24-03 approving a Hiring Incentive Program for Lateral Police Officers and Academy Graduates, not to exceed four hires.
