Recommendation: That the City Council adopt a Resolution to appropriate unencumbered General Fund (Fund 01) in the amount of $25,000 for peafowl trapping. |

CONSIDER A PROPOSAL FROM ADMINISTRATIVE CONCEPTS, LLC, TO ASSIST WITH RECORDS MANAGEMENT
Recommendation: Staff recommends that the City Council review and approve the proposal from Administrative Concepts, LLC. to provide records management services. |

CONSIDERATION OF WEST BASIN MUNICIPAL WATER DISTRICT REQUEST FOR ENCROACHMENT FEE WAIVER FOR THE PALOS VERDES RECYCLED WATER PIPELINE PROJECT
Recommendation: West Basin paid the encroachment permit fees in an amount of $13,770.88. If the City Council approves to waive 50% of the encroachment permit fee, the waived amount would be reimbursed. |
PUBLIC HEARINGS
All persons addressing the City Council during public hearings shall be limited to three (3) minutes for comment, except for an Appellant/Applicant, which shall be provided five (5) minutes for presentation and rebuttal.

ADOPTION OF ORDINANCE NO. O23-762 AMENDING CHAPTER 18.50 WATER CONSERVATION LANDSCAPING OF TITLE 18 ZONING REGULATIONS OF THE PALOS VERDES ESTATES MUNICIPAL CODE IN ITS ENTIRETY AND FINDING THE SAME EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
Recommendation: Staff recommends that the City Council: (1) Open the public hearing and take testimony and (2) Adopt Ordinance No. O23-762 entitled: AN ORDINANCE OF THE CITY OF PALOS VERDES ESTATES AMENDING CHAPTER 18.50 WATER CONSERVATION LANDSCAPING OF TITLE 18 ZONING REGULATIONS OF THE PALOS VERDES ESTATES MUNICIPAL CODE IN ITS ENTIRETY AND FINDING THE SAME EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA). |

CATCH BASIN CLEANING SERVICES CONTRACT AWARD OPTIONS
Recommendation: That the City Council discuss options for a contract award for catch basin cleaning service and provide direction to staff. Options available include: * The City Council could reject all proposals, reissue the RFP, and make very clear to all proposers that they must submit a complete proposal to participate in the process. It could also weigh the selection criteria more towards experience in working with the City as well as price. * The City Council could reject all proposals, waive the procurement process for maintenance services per Municipal Code Section 3.24.100, and award the contract to any qualified proposer. * Award a contract to APS Environmental, Inc.; - Award a three-year contract with the option of two, one-year extensions to APS Environmental, Inc. (Contractor) for Citywide Catch Basin Maintenance Services in the amount of $221,977 for FY 2023/24; - Appropriate Measure W Fund (Fund 21) in the amount of $91,177; - Approve additional contract expenditures not to exceed 10% of the contract amount (approximately $22,200); - Authorize the City Manager to Execute all Contract Documents. |

MALAGA COVE AREA REPORTS OF WATER INTRUSION
Recommendation: Staff recommends that the City Council receive an update on the Malaga Cove area water intrusion, provide direction to staff, and potentially direct the City Attorney’s Office to retain Geosyntec to perform additional investigatory services. |

CONSIDER AND APPROVE PALOS VERDES GOLF CLUB 2024 PROPOSED BUDGET
Recommendation: Staff recommends that the City Council receive a presentation from the Palos Verdes Golf Club on the proposed budget for calendar year 2024 and approve the proposed budget. |

RECEIVE A PRESENTATION FROM HDL/COREN & CONE ON PROPERTY TAX REPORT
Recommendation: Staff recommend that the City Council receive a presentation from HDL/Coren & Cone on property tax and related trends. |

RECEIVE A REPORT FROM THE CITY COUNCIL AD HOC COMMITTTEE ON THE FIRE SERVICE CONTRACT AND PROVIDE DIRECTIONS TO STAFF Recommendation: Staff recommends that the City Council receive a report from the ad hoc committee on the city’s fire services contract and provide directions to staff. |

APPROVE A RESOLUTION TO (1) AWARD A CONTRACT WITH HARDY AND HARPER IN AN AMOUNT NOT TO EXCEED $128,840; (2) APPROPRIATE UNENCUMBERED GENERAL FUND (FUND 01) IN THE AMOUNT OF $128,840 FOR PUBLIC WORKS MAINTENANCE STAFF AUGMENTATION SERVICES; AND (2) AUTHORIZE THE CITY MANAGER TO EXECUTE ALL CONTRACT DOCUMENTS
Recommendation: That the City Council adopt a Resolution to: (1) Award a contract with Hardy and Harper for Public Works Maintenance Staff Augmentation Services in the amount not to exceed $128,840; (2) Appropriate unencumbered General Fund (Fund 01) in the amount of $128,8400 for public works maintenance staff augmentation services; and (3) Authorize the City Manager to execute all Contract Documents. |
