Copies of the staff reports or other written documentation relating to each item of business referred to on the agenda are on file in the office of the City Clerk and are available for public inspection. If applicable, materials related to an item on this agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the City Clerk's office during normal business hours. Any person having any question concerning any agenda item may call the City Clerk to make inquiry concerning the item. Upon request, the agenda and documents in the agenda packet can be made available in appropriate alternative formats to persons with a disability in compliance with the Americans with Disabilities Act. The City Council welcomes and encourages public participation at the Council meetings; however, to allow for the orderly progression of business, each person wishing to comment or make a presentation shall be limited to up to three (3) minutes. Anyone wishing to address the City Council is requested to fill out a green speaker's card available at the entry of the meeting room. The card permits the City to identify persons for purposes of City Council minute preparation. Please see specific agenda sections below for any other requirements related to meeting participation. The City Council, at the direction of the Mayor with concurrence of the Council, may modify the order of items shown on the agenda.
This portion of the agenda is reserved for comments from the public on items which are NOT on the agenda. Due to state law, no action can be taken by the Council this evening on matters presented under this section. If the Council determines action is warranted, the item may be referred to staff or placed on a future Council agenda.

Recommendation: Review and Approve.
2. WARRANTS
Recommendation: Review and Approve Warrant Register of September 26, 2023.
3. PLANNING COMMISSION ACTIONS
a) Regular Meeting of September 19, 2023 Recommendation: Receive and file.
4. PEAK AGENDA MANAGEMENT SYSTEM
Recommendation: Receive and file.
5. RECEIVE AND FILE REPORT ON FARNHAM MARTIN PARK IMPROVEMENTS GRANT PROJECT
Recommendation: Receive and file a report on the status of the Farnham Martin Park Improvements grant project.
6. PALOS VERDES GOLF CLUB SOLAR PROJECT
Recommendation: That the City Council approve the installation of solar at the Palos Verdes Golf Club. Palos Verdes Golf Club will pay for the solar project of $1,530,897 out of their operating funds for this project and contract with Spreck Energy as the contractor for the full installation.
7. APPROVE AMENDMENTS FOR LANDSCAPE MAINTENANCE TO CONTINUE SERVICE
Recommendation: Approve amended agreements for landscape maintenance services through mid-November 2023:
1) Amendment No. 1 to the Agreement with Finley’s Tree and Landcare, Inc. (Finley’s) increasing the contract amount by $204,400 to a total contract amount of $407,400; 2) Amendment No. 1 to the Agreement with American Arbor Care increasing the contract amount by $109,200 to a total contract amount of $181,200; 3) Amendment No. 1 to the Agreement with Travers Tree Service increasing the contract amount by $72,800 to a total contract amount of $120,800; 4) Amendment No. 2 to the Agreement with Bennett Landscape increasing the contract amount by $57,750 to a total contract amount of $82,750.
8. CONSIDERATION OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN THE REVISED JOINT POWERS AGREEMENT (JPA) FOR THE OPERATION OF THE LOS ANGELES AREA INTEGRATED WASTE MANAGEMENT AUTHORITY
Recommendation: Approve a resolution authorizing the City Manager to sign the revised Joint Powers Agreement (JPA) for the Los Angeles Area Integrated Waste Management Authority, which is also referred to as Los Angeles Regional Agency (LARA).
9. CITY HALL EXISTING CONDITIONS PRESENTATION
Recommendation: Receive and file presentation
10. REVIEW CONSULTANT APPROACHES TO RENDERING SERVICES TO RESEARCH AND PREPARE FOR A POTENTIAL BALLOT MEASURE AND PROVIDE DIRECTION TO STAFF
Recommendation: Review project approaches outlined in professional services proposals from NBS and Tripepi Smith and provide direction to staff.
This portion of the agenda is reserved for the Mayor and Councilmembers to provide comments, reports on community activities, ad hoc committees, and propose topics to be calendared on a future Council agenda.
