Recommendation: Receive a report on staff’s approach to revising the Fiscal Year 2023-2024 adopted budget, receive a report on the recommendations of the Finance Advisory Committee, and approve the proposed budget calendar. |

ADOPTION OF PROPOSED RESOLUTION R23-29 ESTABLISHING THE GANN APPROPRIATIONS LIMIT AT $34,730,093 FOR FISCAL YEAR 2023-24
Recommendation: Staff recommends that the City Council adopt proposed resolution R23-29 establishing the Appropriations Limit for the City of Palos Verdes Estates for Fiscal Year 2023-24 at $34,730,093. |

RECEIVE AND FILE AN UPDATE ON THE PRIORITY LIST FOR FIRE SAFETY WEED ABATEMENT SERVICES AND LANDSCAPE MAINTENANCE SERVICES
Recommendation: That the City Council receive and file an update on the priority list for fire safety weed abatement services and landscape maintenance services. |

CONSIDER CONTINUING MEMBERSHIP WITH LEAGUE OF CALIFORNIA CITIES (CAL CITIES) AND APPROVE MEMBERSHIP FEE OF $7,860 FOR FISCAL YEAR 2023-2024
Recommendation: Approve as presented. |

DISCUSS REVENUE OPTIONS TO REPLACE MEASURE E
Recommendation: Staff recommends that the City Council discuss potential sources to replace the revenue provided by the Palos Verdes Estates Measure E scheduled to sunset in Fiscal Year 2026-2027 and provide direction to staff. The Council may direct staff to research and bring back options for retaining a consultant to assist in evaluating options for a ballot measure, or other funding sources. The Council may also choose to direct the Finance Advisory Committee to work with staff on these issues. |

MALAGA COVE AREA REPORTS OF WATER INTRUSION
Recommendation: Staff recommends that the City Council: (1) Adopt a Resolution of the City Council of the City of Palos Verdes Estates, California appropriating $40,000 in Unencumbered General Fund Balance (Fund 01); (2) Authorize the City Manager or the City Attorney to procure and execute an agreement, in a form approved by both, to investigate potential sources of water intrusion and solutions in an amount not to exceed $20,000; and (3) Authorize the City Manager to execute Amendment No. 1 to the Agreement with NV5 for water sampling and testing services in an amount not to exceed $20,000 for a total contract amount not to exceed $26,000. |

ON-GOING LANDSCAPE MAINTENANCE PLAN
Recommendation: Staff recommends that the City Council consider two options for on-going landscape maintenance and provide direction to staff. |

APPROVE RESOLUTION 23-31, UPDATING RESOLUTION R22-28 SETTING TERMS AND CONDITIONS FOR POLICE MANAGEMENT EMPLOYEES
Recommendation: Approve Resolution 23-31 updating Resolution 22-28 setting terms and conditions for police management employees. |
