Copies of the staff reports or other written documentation relating to each item of business referred to on the agenda are on file in the office of the City Clerk and are available for public inspection. The City Council welcomes and encourages public participation at the Council meetings; however, to allow for the orderly progression of business, each person wishing to comment or make a presentation shall be limited to up to three (3) minutes. Anyone wishing to address the City Council is requested to fill out a green speaker's card available at the entry of the meeting room. The card permits the City to identify persons for purposes of City Council minute preparation. Please see specific agenda sections below for any other requirements related to meeting participation. The City Council, at the direction of the Mayor with concurrence of the Council, may modify the order of items shown on the agenda.

3. SB 423 (WIENER) STREAMLINED HOUSING APPROVALS: MULTIFAMILY HOUSING DEVELOPMENTS: SB 35 (CHAPTER 366, STATUTES OF 2017) EXPANSION: NOTICE OF OPPOSITION
Recommendation: Authorize the Mayor, on behalf of the City Council, to send a Notice of Opposition to SB 423 to the State legislature. |
4. CONSIDER OPTING INTO SETTLEMENT AGREEMENTS WITH THE FOLLOWING DEFENDANTS WHO HAVE ENTERED INTO NATIONAL OPIOID SETTLEMENTS: TEVA; ALLERGAN; WALMART; WALGREENS; AND CVS
Recommendation: 1. Opt into settlement agreement with three pharmacy chains—CVS, Walgreens, and Walmart and direct the City Manager to execute any documents necessary to implement the action and, when possible allocate the City’s designated share of settlement funds to the County of Los Angeles; and 2. Opt into settlement agreement with two opioid manufacturers—Allergan and Teva and direct the City Manager to execute any documents necessary to implement the action and, when possible allocate the City’s designated share of settlement funds to the County of Los Angeles. |

6. CONSIDERATION OF LICENSE AGREEMENT FOR ENCROACHMENTS IN THE CITY RIGHT-OF-WAY FOR 2201 PASEO DEL MAR
Recommendation: 1. Approve the License Agreement for Encroachments in the City Right-of-Way for 2201 Paseo Del Mar; and 2. Authorize the Interim City Manager to execute such documents on behalf of the City. |
7. PAVEMENT MANAGEMENT PROGRAM 2023 UPDATE
