8. CONSIDER ADOPTION OF A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AWARDING HARDY & HARPER, INC. THE PW-692-21 FY 21/22 STREET IMPROVEMENT PROJECT IN THE AMOUNT OF $1,138,000. Recommendation: Consider adoption of a resolution to: 1.Approve the plans and specifications for the Fiscal Year (FY) 21/22 Street Improvements Project on Paseo Del Mar (City Project No. PW-692-21); and 2.Award of a construction contract to Hardy & Harper in the amount of $1,138,000; and 3.Authorize the City Manager to Execute all Contract Documents and Approve Additional Construction Expenditures not to exceed $114,000, which is approximately 10% of the contract amount; and 4.
