The City Council welcomes and encourages public participation at the Council meetings. This meeting will be held via videoconference only in order to reduce the risk of spreading COVID-19 and pursuant to the Governor’s Executive Orders N-25-20 and N-29-20 and the County of Los Angeles Public Health Officer’s Safer at Home Order (revised March 21, 2020). All votes taken during this teleconference meeting will be by roll call vote, and the vote will be publicly reported.

3. PLANNING COMMISSION ACTIONS OF JUNE 15, 2021
Recommendation: Receive and File.
4. PROVISION OF FINANCIAL INFORMATION TO THE CITY COUNCIL IN ACCORDANCE WITH STATE GOVERNMENT CODE SECTION 41004 AND CITY MUNICIPAL CODE SECTION 2.10.020(E)
Recommendation: Staff recommends the City Council: Receive and file financial statements for the Month of May 2021.
5. REVISED PALOS VERDES PENINSULA ENHANCED WATERSHED MANAGEMENT PROGRAM (EWMP) AND REASONABLE ASSURANCE ANALYSIS (RAA) FOR SUBMITTAL TO THE LOS ANGELES REGIONAL WATER QUALITY CONTROL BOARD
Recommendation: It is recommended that the City Council receive and file the revised Palos Verdes Peninsula Enhanced Watershed Management Program which shall be submitted to the Los Angeles Regional Water Quality Control Board (Regional Board) by the regulatory deadline of June 30, 2021.
6. ADOPTION OF PROPOSED RESOLUTION R21-24 APPROVING THE ACCEPTANCE OF AMERICAN RESCUE PLAN ACT FUNDING IN THE AGGREGATE AMOUNT OF $3,175,184
Recommendation: Staff recommends the City Council adopt proposed Resolution R21-24 which approves the acceptance of American Rescue Plan Act funding from the United States Federal Government in the estimated aggregate amount of $3,175,184.
7. APPROVAL OF A ONE-YEAR CONTRACT WITH THE BLACK KNIGHT PATROL, LLC FOR TRAFFIC CONTROL SERVICES FOR AN AMOUNT NOT TO EXCEED $50,000.00
Recommendation: Staff recommends the City Council approve a one-year contract with Black Knight Patrol, LLC for traffic control services from July 1, 2021 to June 30, 2022 for an amount not to exceed $50,000.
8. PALOS VERDES BEACH AND ATHLETIC CLUB FY 2021-22 OPERATING AND CAPITAL BUDGET
Recommendation: It is recommended that the City Council review and approve the Palos Verdes Beach and Athletic Club (PVBAC) Foundation’s Operating and Capital Budget for Fiscal Year 2021/22.
9. RECEIPT AND FILING OF THE MONTHLY INVESTMENT TRANSACTION REPORTS FOR THE MONTH ENDING MAY 31, 2021
Recommendation: The City Treasurer recommends the City Council receive and file the Monthly Investment Transaction Report for the month ending May 31, 2021.
10. EXTENSION OF CITY HALL/ POLICE DEPARTMENT JANITORIAL SERVICES CONTRACT WITH ALL CARE INDUSTRIES INC. FOR FISCAL YEAR 2021/22
Recommendation: It is recommended that the City Council approve the contract extension with All Care Industries Inc. for City Hall/Police Department janitorial services for Fiscal Year 2021/22.
11. ADOPTION OF RESOLUTION R21-25 AUTHORIZING THE APPROVAL OF “FY 2021-2022 ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 (SENATE BILL 1)” PROPOSED PROJECT LIST
Recommendation: Staff recommends that the City Council adopt proposed Resolution R21-25 approving the “2021-2022 Road Repair and Accountability Act of 2017 (Senate Bill 1)” Proposed Project List for the City of Palos Verdes Estates and authorizing the City’s Public Works Director to submit the Project List and supporting documentation to the California Transportation Commission (CTC) by July 1, 2021.
12. APPROVAL OF SPECIAL EVENT APPLICATION SUBMITTED BY THE MALAGA COVE BUSINESS AND PROFESSIONAL ASSOCIATION FOR “MALAGA COVE CONCERTS IN THE PARK” AT FARNHAM MARTIN PARK ON WEDNESDAY, JULY 14 & 28 AND AUGUST 11 & 25
Recommendation: Staff recommends the City Council approve the Special Event Application submitted by the Malaga Cove Business and Professional Association for the 2021“Malaga Cove Concerts in the Park” at Farnham Martin Park on Wednesdays, July 14th, July 28th, August 11th, and August 25th, 2021.
13. ADOPTION OF PROPOSED RESOLUTION R21-26 ESTABLISHING THE APPROPRIATIONS LIMIT AT $31,363,524 FOR FISCAL YEAR 2021/2022
Recommendation: Staff recommends the City Council adopt proposed resolution R21-27 establishing the Appropriations Limit for the City of Palos Verdes Estates for Fiscal Year 2021/2022 at $31,363,524.
14. TEMPORARY EXTENSION OF AGREEMENT WITH STAY GREEN, INC. FOR CITYWIDE LANDSCAPE MAINTENANCE SERVICES TO SEPTEMBER 30, 2021
Recommendation: It is recommended that the City Council temporarily extend the current one-year agreement with Stay Green, Inc. for citywide landscape maintenance services until September 30, 2021.

15. ADOPTION OF PROPOSED RESOLUTION R21-27 APPROVING AND ADOPTING THE CITY COUNCIL ADOPTED BUDGET FOR FISCAL YEAR 2021/2022
Recommendation: Staff recommends the City Council adopt proposed resolution R21-27 approving and adopting the City Council Adopted Budget for Fiscal Year 2021/2022.
16. ADOPTION OF RESOLUTION R21-28 APPROVING A POLICY FOR REMOVAL OF UNAUTHORIZED ENCROACHMENTS AND RESOLUTION R-21-29 ESTABLISHING ADMINISTRATIVE FINES FOR VIOLATIONS
Recommendation: Staff recommends that the City Council:
A. Approve Resolution No. R21-28 consolidating and updating existing Resolutions R05-32, R12-05, & R14-18;
B. Approve the abatement prioritization described under “2) Abatement Prioritization” of this staff report;
C. Approve Resolution No. R21-29 establishing administrative fines specifically for violations of PVEMC Chapter 12.04;
D. Direct Planning Commission to consider recommending right-of-way vacation in Miscellaneous Application review; and
E. Direct staff to commence the education campaign described under “5) Education Campaign” of this staff report.

17. EXTENSION OF MUNICIPAL SEPARATE STORM SEWER SYSTEM PERMIT (MS4) CONSULTING AGREEMENT WITH MCGOWAN CONSULTING, LLC FOR FISCAL YEAR 2021/22
Recommendation: It is recommended that the City Council approve the contract extension with McGowan Consulting, LLC for Municipal Separate Storm Sewer Permit (MS 4) consulting services for Fiscal Year 2021/22.
