PVPready.gov - Emergency Evacuation Website

Know Your Zone

The four cities of the Palos Verdes Peninsula launched the Know Your Zone evacuation readiness website PVPready.gov on May 8, 2023.  With the aim to prepare Peninsula residents and businesses to evacuate in the event of an emergency, the site houses Zonehaven, a cloud-based evacuation platform with pre-established, Peninsula-wide evacuation zone maps. The evacuation zones will help fire, police and other emergency service agencies prepare for emergencies, streamline the evacuation process, and reduce confusion by enabling a single verified source of emergency information.

The Know Your Zone website is a collaboration between the cities of Palos Verdes Estates, Rancho Palos Verdes, Rolling Hills, Rolling Hills Estates, police, fire, the Los Angeles County Office of Emergency Services and Genasys-owned evacuation management software platform Zonehaven.

Residents, visitors, businesses, and school communities on the Peninsula should go to PVPready.gov to find their evacuation zones. To find your zone, visit PVPready.gov, click “Find Your Zone,” enter an address in the search bar in the upper left corner of the zone map, and a pop-up window will open with the corresponding zone and emergency information. During an emergency, such as a wildfire or flood, the website and corresponding alerts will show which zones are under evacuation the moment an order is issued by authorities.

The zone map bridges an important gap between first responders and the community, providing real[1]time information directly to residents as incidents unfold. The zone map incorporates hyperlocal knowledge to model evolving disasters and subsequent impacts on evacuation zones, traffic patterns, and public safety. PVPready.gov and the alert systems each city utilizes to notify their communities will be updated with zone-specific information, including evacuation status, live incident updates, weather, road and traffic conditions, and other essential information.

In addition to incident-based information, PVPready.gov provides important readiness resources to help you prepare for a disaster year-round. On the site, you can also sign up for Alert SouthBay, an alert system providing timely, accurate emergency and warning notifications to the communities of the Palos Verdes Peninsula and greater South Bay region, depending on your subscription. Information on how to contact your respective city is also available as quick and easy access for website visitors.

PVPready.gov provides the Peninsula with a new tool for emergency preparedness, but it will take all of us to ensure we are ready for a disaster. In addition to knowing your zone, have a plan in place for your family or business, maintain an emergency kit with essential items, medications, and important documents, and always know where to get the most updated information.

Alert SouthBay - Emergency Notifications

 

What is Alert SouthBay?

Alert SouthBay is an emergency alert and warning notification system established as part of an integrated, interoperable regional platform by thirteen South Bay cities including the City of Palos Verdes Estates. The Alert SouthBay emergency notification system aims to keep communities informed about disasters and major emergencies via SMS (text), email, phone, and other means of communication. 

The notification system gives the police, fire department, the L.A. County Office of Emergency Management, and specific contract cities, the ability to deliver critical notifications to our community.

Disaster Preparedness Resources

During major disasters, it is not uncommon for emergency personnel to be overwhelmed by a number of concurrent calls for service. As a result, it is imperative that each household take proactive steps to be prepared in the event of a major disaster. Emergency personnel from both the City’s Police Department and from the Los Angeles County Fire Department have devised complementary plans to help increase our community’s survivability. These programs are described briefly below:

The City of Palos Verdes Estates has developed a comprehensive community-based disaster preparedness and response program known as the Palos Verdes Estates Disaster District Program (DDP). With a select group of volunteers, the program is designed to increase disaster readiness and survivability at the neighborhood level during a disaster.

The program divides the City into 6 Disaster Districts, each equipped with a cache of equipment and supplies to support community responders. Managed by sworn Disaster Service Worker Volunteers under the City's Disaster Services Coordinator, the program integrates the resources of disaster services including area CERT members, Neighborhood Amateur Radio Team (NART), Disaster Service Workers (DSW) and the Palos Verdes Estates Police Department's Reserve Corps.

PVE’s Get Ready – Get Certified Program


Together with resident volunteers and emergency personnel, the City is pleased to announce the Get Ready – Get Certified disaster preparedness program.

The Get Ready – Get Certified program has been developed as a component of the PVE Disaster District Plan (DDP) devised to enhance your family’s emergency preparedness. The program is designed to allow residents to self-certify through an easy 3-step process:

  • Become informed about Disaster Preparedness and develop, and implement, a household plan using the Get Ready – Get Certified guidelines.
  • Acquire and safely store adequate water and food supplies for each household member.
  • Acquire and safely store emergency equipment and supplies for your household.

The City will provide the requisite sources of information to accomplish these three actions. When these three steps are complete, a one-page self certification form demonstrates your household has completed the three step process. NART- Neighborhood Amateur Radio Team

If a severe emergency should hit our City, the ability to communicate with all departmental entities by the Emergency Operations Center at City Hall is vital. Officials might also have to contact other South Bay cities for mutual aid. Finally, there is a need for the various City and county agencies to communicate with one another. The systems that are in place to accomplish all these needs will quickly become overwhelmed when a large-scale emergency hits. Fortunately, the City has a group of Amateur Radio Operators (Hams) who have been trained to help solve these problems. The group is called the Palos Verdes Estates Neighborhood Amateur Radio Team or PVE/NART for short. The City and Neighborhood Watch group have provided funding for the complete VHF/UHF Ham stations in City Hall and PVE Police Department Mobile Command Unit that can act as a back up Emergency Operations Center if City Hall becomes unavailable. 

We have the organization and we have the equipment. However, we need more operators. If you are a licensed ham and could help, please call Marcelle Herrera at (310) 378-4211, or e-mail Bob Sylvest at ab6sy@me.com. There are no dues and the demand on your time will be minimal–about 30 minutes a week after being trained on emergency procedures and radio equipment. Your support could make the difference if, and when, a disaster hits. If you would like to help but do not have a ham license, there are classes offered locally to help you pass the FCC tests. Knowledge of Morse code is no longer necessary for some classes of license. What is CERT Training?

CERT training covers basic skills that are important to know in a disaster when emergency services are not available. With training and practice, and by working as a team, you will be able to protect yourself and maximize your capability to help for the greatest number of people after a disaster.

PVP CERT (Palos Verdes Peninsula Community Emergency Response Team) is a government/community resource that provides basic training in disaster preparedness and disaster response to help you help your family, your neighborhood, and your community in an emergency. We are a registered California Corporation and have IRS Tax Exempt status as a nonprofit entity under IRS 501(c)3.

• PVP CERT is a resident volunteer organization that is unique to the four cities in our Peninsula area (Palos Verdes Estates, Rancho Palos Verdes, Rolling Hills, Rolling Hills Estates, and the unincorporated communities here on our peninsula).

 • Our resident volunteer members, when deployed, can provide an effective first response to a disaster when professional emergency personnel cannot provide an adequate and timely response due to over-demand caused by a large scale disaster.

• Members are provided initial and ongoing training provided by the Los Angeles
County Fire Department, as well as continuing education related to emergency
readiness.

• PVP CERT team members meet on a bi-monthly basis to review various
scenarios and hear guest speakers.

Our monthly newsletter provides additional information on emergency preparedness, future CERT training classes provided by the LA County Fire Department, future First Aid/CPR classes, and review our meeting schedules to hear guest speakers share pertinent information to help us improve our community readiness and safety. In a similar manner, the Los Angeles County Fire Department takes precautions to help protect you and your property from wildfire. In the event of a major wildfire, however, there will simply not be enough fire engines or firefighters to defend every home in the early stages of the incident. This reality requires you to take personal responsibility for protecting yourself, your family and your property.

The Fire Department developed the Ready! Set! Go! Personal Wildfire Action Plan to give you the tips and tools to successfully prepare for a wildfire. The Plan will give you guidance on retrofitting your home with fire-resistive features and it will help you create the necessary defensible space around your home. This publication will help you prepare your home, yourself, and your family so that you can go early; well ahead of a fast-approaching wildfire.

In Los Angeles County, wildfires are often fueled by dry vegetation and driven by hot, dry “Santa Ana” winds, making them extremely dangerous and impossible to control. However, many residents have built their homes and landscaped without fully understanding the impact that a wildfire could have on them. Few have adequately prepared their families for a quick evacuation.

It’s not a question of “if,” but “when” the next major wildfire will occur in Los Angeles County. That’s why the most important person in protecting your life and property is not the firefighter, but yourself. Through advance planning and preparation, we can all be ready for the next wildfire.
